A commercial fit-out in Malta is a different exercise from a home renovation. You are usually working to a fixed opening date, rent may already be running, and the space has to satisfy customers, staff and the authorities at the same time. Whether it is an office in Sliema, a shop on a busy high street or a restaurant in a village core, the same principle applies: plan thoroughly before work starts.

This checklist covers the main points to work through, from signing the lease to opening the doors.

Before you sign the lease

Many fit-out problems start before a contractor is involved. Before committing to a unit:

  • Check the permitted use. Confirm with a perit whether the premises can legally be used for your type of business, and whether a change of use would be needed. Restaurants in particular may have extra requirements.
  • Ask what condition the unit is in. Shell, semi-finished or previously fitted out? A shell unit needs everything; an old fit-out may need stripping first.
  • Look at services. Is there enough electrical supply? Where are water and drainage? Is there a route for extraction or air-conditioning units?
  • Understand landlord rules. Some landlords restrict working hours, signage, or alterations to floors and ceilings.
  • Negotiate a fit-out period. If possible, agree a rent-free or reduced-rent period to cover the works.

Permits and approvals

Keep this general and get professional advice early. Depending on the works and use, you may need planning approval, and other licences may apply to your business. Design and layout checklist

Offices

  • Number of workstations, meeting rooms and private offices

Restaurants are usually the most complex fit-outs because kitchens bring together drainage, ventilation, power and hygiene requirements in one space.

Building works checklist

Once the design is fixed, the physical works typically include:

  • Strip-out of any previous fit-out
  • Partitions and ceilings – gypsum walls, bulkheads and suspended or plasterboard ceilings to hide services
  • First-fix services – electrical, plumbing, data, air-conditioning
  • Floor preparation – concrete or self-levelling screed to give a flat base for the final floor
  • Waterproofing in kitchens, toilets and any wet areas
  • Floor finishes – tiles, micro cement or other commercial-grade finishes
  • Wall finishes – plastering and painting, wall tiling in wet areas
  • Second-fix – lighting, sockets, sanitaryware, equipment connections
  • Joinery and shopfitting – counters, shelving, bars

Choosing finishes for commercial use

Commercial spaces take far more wear than homes. When choosing finishes:

  • Floors should suit the expected foot traffic and cleaning regime. Porcelain tiles and properly sealed micro cement are popular options for shops and cafés.
  • Slip resistance matters in entrances, kitchens and toilets. Malta's rainy season means wet shoes at the door from October to February.
  • Walls in kitchens and toilets need washable, moisture-resistant finishes.
  • Coastal premises are exposed to salty, humid air, which affects metal fixings and some exterior finishes.
  • Ceilings should allow access to services that may need maintenance.

Programme and coordination

Commercial fit-outs often involve your own suppliers – kitchen equipment, IT, signage, furniture – alongside the builder's trades. Someone has to coordinate all of them. Points to agree early:

  • A realistic programme with key dates, working back from the opening date
  • Who orders long-lead items, and when
  • Working hours allowed by the landlord or building management
  • Delivery access, especially in narrow streets or pedestrian zones
  • Who is the single point of contact for decisions
